How to use Russia Income Tax Calculator

This Russia income tax calculator estimates your personal income tax (NDFL — налог на доходы физических лиц) for a tax resident, based on your annual income and the tax year you select. Choose between 2023, 2024, 2025 and 2026 — and note the system changed sharply on 1 January 2025. For 2023 and 2024 a two-band scale applied (13% up to RUB 5,000,000 and 15% on the excess); from 2025 a new five-band progressive scale runs from 13% to 22%. The calculator applies the correct scale for your year, then shows your effective rate, marginal rate, a full bracket breakdown and your take-home pay.

How Russian NDFL works (and the 2025 reform)

Russia taxes a resident’s main tax base — mostly wages — on a progressive scale, and only the income within each band is taxed at that band’s rate. For 2023 and 2024 the scale had just two bands: 13% on income up to RUB 5,000,000 and 15% on the part above. From 1 January 2025, Federal Law 176-FZ replaced it with five bands running from 13% to 22%. Crucially, the higher rates only bite on the income above each threshold, so a salary up to RUB 2,400,000 a year (about RUB 200,000 a month) is still effectively taxed at 13%. Russia has no general tax-free personal allowance, so this calculator applies the scale to your gross income.

Why 2023/2024 differ from 2025/2026

Before the reform, almost everyone paid a flat-feeling 13% — the 15% rate only applied to the slice of income above RUB 5,000,000, which affected very few workers. The 2025 reform lowered the threshold for the first step-up to RUB 2,400,000 and added three higher bands (18%, 20% and 22%) for large incomes. The effect is progressive: on RUB 6,000,000 the old two-band scale gave RUB 800,000 of NDFL (13.3% effective), while the 2025 five-band scale gives RUB 882,000 (14.7% effective). Social contributions are the employer’s, not yours

Unlike many countries, Russia does not withhold social insurance from the employee’s pay. Employers pay mandatory contributions under the unified tariff — roughly 30% of pay up to the unified contribution base and 15.1% above it — entirely on top of the gross salary. For a salaried worker, therefore, the only deduction from gross pay is NDFL. This calculator shows the employer contribution for context but does not subtract it from your take-home, so your net pay equals gross income minus NDFL.

Effective versus marginal tax rate

Your effective tax rate is total NDFL divided by total income — your true average. Your marginal rate is the rate on your next rouble, set by the highest band you reach. Because the lower bands apply first, the two differ once you pass a threshold: on RUB 6,000,000 in 2025 your marginal rate is 18% but your effective rate is about 14.7%, and at RUB 30,000,000 the marginal rate is 20% while the effective rate is only about 18.0%. Knowing the gap helps you judge the real after-tax value of a bonus or a raise.
