How to use Latvia Income Tax Calculator

This Latvia income tax calculator estimates your personal income tax (iedzīvotāju ienākuma nodoklis, IIN) based on your annual gross salary and the tax year you select. Choose between 2023, 2024, 2025 and 2026 — a major reform on 1 January 2025 replaced the three-band 20%/23%/31% system with a two-band 25.5%/33% system. Before the rate, a non-taxable minimum (neapliekamais minimums) is deducted: for 2023–2024 it was differentiated up to €500/month (€6,000/year) and tapered to €0, while from 2025 it is a fixed €510/month (€540/month in 2026). The calculator shows your IIN, effective rate, the 10.5% VSAOI employee contribution and your take-home pay, and explains the 2025 reform.

How Latvia’s IIN income tax works

Latvia taxes personal income (iedzīvotāju ienākuma nodoklis, IIN) progressively, with the non-taxable minimum (neapliekamais minimums) deducted before the bands. The structure changed fundamentally in 2025: for 2023 and 2024 there were three bands — 20% up to €20,004, 23% to €78,100 and 31% above — while from 2025 a reformed two-band system applies, 25.5% up to €105,300 and 33% above. The table below shows the standard 2026 calculation on a €30,000 gross salary, where the fixed €6,480 minimum leaves a €23,520 base taxed at 25.5% for €5,997.60 of income tax — an effective IIN rate of about 20% rather than the headline 25.5%.

The 2025 reform: three bands to two

The headline change between the years is the 2025 reform. For 2023 and 2024 Latvia used three bands — 20% on the first €20,004, 23% from €20,004 to €78,100, and 31% above €78,100. From 1 January 2025 these were replaced by just two: 25.5% on income up to €105,300 and 33% above it. Because most salaries sit entirely in the first band, the practical effect is that the marginal rate on a typical wage rose from 20–23% to 25.5%. On a €30,000 salary the modelled income tax climbs from €4,919.88 in 2024 to €6,089.40 in 2025 — €1,169.52 more — purely from the new rate structure. A separate additional 3% surtax applies to total annual income over €200,000 from 2025, declared on the annual return; it is documented here but not modelled for ordinary salaries.

The non-taxable minimum and how this calculator models it

The non-taxable minimum (neapliekamais minimums) is a tax-free amount deducted before the bands. For 2023 and 2024 it was differentiated: up to €500/month (€6,000/year) for low earners, tapering linearly to €0 once monthly income reached €1,800. The 2025 reform abolished that taper and introduced a fixed minimum for everyone — €510/month (€6,120/year) in 2025, raised to €540/month (€6,480/year) in 2026. Because the shared engine subtracts a fixed minimum, the 2025 and 2026 figures are exact at every income, whereas for 2023–2024 the calculator applies the full €6,000 — exact for low monthly income but an overstatement of the minimum (so an understatement of tax) for higher incomes where the real minimum tapers toward zero. Treat the 2023–2024 income-tax line as a lower bound for salaries above roughly €500/month.

VSAOI: employee versus employer contributions

One contribution is withheld from a Latvian employee’s gross pay: state social insurance, VSAOI (valsts sociālās apdrošināšanas obligātās iemaksas), at 10.5% of gross. The income subject to VSAOI is capped — at €78,100 in 2023–2024 and €105,300 from 2025 — and above the cap a solidarity tax applies at the same employee rate. Separately, the employer pays a further 23.59% VSAOI on top of your gross salary; this is never deducted from your pay, so this calculator documents but does not subtract it. In law the IIN base is gross minus the 10.5% VSAOI minus the non-taxable minimum; the calculator applies the bands to gross minus the minimum only, a small refinement it omits, so the income-tax line is a slight overstatement.
