Why Oman has no personal income tax (through 2026)
Oman does not impose any personal income tax on the salaries or wages of individuals for 2023 to 2026. Public spending is funded largely by oil and gas revenue, so there is no payroll income tax to withhold. For the default expatriate case your take-home pay equals your gross pay: enter OMR 30,000 and your income tax is OMR 0. The calculator returns the same zero result for every year from 2023 to 2026.
The 2028 personal income tax and SPF social insurance
Oman enacted Royal Decree 56/2025 in June 2025, introducing the GCC’s first personal income tax: 5% on individuals whose annual taxable income exceeds OMR 42,000. It takes effect from 1 January 2028, so it does not affect any year in this calculator. Separately, only Omani national employees contribute to the Social Protection Fund (SPF, formerly PASI) — an employee share of about 7% — while expatriate workers contribute nothing and instead receive an employer-paid end-of-service gratuity. Oman also applies a 5% VAT, which is not a salary tax.
